All Roland drum modules have samples in them that are stored in the FLASH ROM in a proprietary Roland format. Roland does refer to the proprietary sample data as "waves". But, these are NOT .wav files and it does NOT mean that you can load .wav files into your module.
What you are seeing is just the Roland version number of the TD-9 sample data that is stored in the module's FLASH ROM. The fact that they are displaying it does suggest that Roland may release new samples in the future. But it doesn't indicate that Roland would let anyone else release a new wave version.
In fact, they have been displaying firmware versions for many years, and they have yet to allow anyone outside Roland to release new firmware. You could also argue that since they are only using version numbers to identify the changes, they are only allowing for a few changes that are controlled by them. If they allowed third parties to issue new firmware, then they would need more than just a version number to be able to identify which firmware was loaded.
